Jewellers prefix can be normal, exceptional, or elite.

jmod is a monarch. monarch is an elite base

the prefix jewelers can spawn on all qualities of bases, but max result in less than 4 sox if the item is capped (jewelers kite shield will have 3 sox for example)

to get to the core of your question: only elite shields can be true jewelers shields with 4 sox, exceptional jewelers shields will have 2 or 3 sox according to the specific base
