They say fist of the heavens, holy bolt and some other useful third skill. They say hoto works but i'm not sure.

should save this one! base with lvl req not higher than 30, 4sox and bonus to holy shock might be usable for a lld build

I know people like honor runewordwith gg mods for lld

I like +3 conviction 5 soc

For a rare scepter, for LLD you want 100-165%ed Eth Repl. ideally with Medi as a staff mod.
For a white scepter, you ideally want it in Divine base. You want 5 sox in order to make honor runeword in it. +3 Conv +3FoH OR +3 Hammer +3 Conc, with the 3rd skill in both cases being Medi or Vigor.
For HLD the above but in scourge base.
