monarch, cuz lowest str req for 4 sox (for non plala shield)

Phoenix tend to be not that great for a pvm jav, imho, if some maek+ml can't help you to replenish mana fast enough for you, consider using this phoenix on cta side : you'll loose +2 bo, but you'll gain the sk/fcr/res/fhr/... that spirit provide

monarch is the best base. phoenix however is a terrible java shield. you never want to use anything other than spirit on a softcore pvm java
