Only way to get 4 soc blue is with jeweller’s.prefix.

Larzuk gives 1 or 2, 50/50

Magic Items will receive 1 or 2 Sockets with probability of either assuming that they are possible given the rules for normal. So you'll either get 1 Socket or 2.

Set Items, Rare Items, Unique Items, and Crafted Items add 1 Socket (1 Socket Max).

Yes. For a magic Monarch to have 4sockets it must have the prefix jewellers. It can be found like that or rerolled using PGems. Possible to gamble maybe, can’t remember

In order to get enough PGems to roll a Jeweller’s Monarch of Deflection JMoD, you’d need to sell your granny. It’s something like 1/70k odds iirc.

Don’t sweat it on a magic one, if you want a 4 socket one go for a white one and cube it.
