How is the Windhammer Ogre Maul for a level 68 WW barb? Pretty good budget item, or better options?

it's a terrible weapon. some 1h weapons do more avg dmg. even the 33% ctc twister makes no sense because WW can't proc ctc skills.

IK maul is a significantly better budget option. Or 2x eth oath, since 2h WW got nerfed hard in 2.4.x

Ik maul is better with full ik is for sure. it is usable though. it would get you through hell. at lvl 68 it would be mean but 225 str is a lot of points you aren't putting into vit.

if your pvm use dual pb griefs dont worry about the ias its a pb base and shoot for 390+ damage

low griefs will still work and are considered budget its not hard to stock pile Lo runes

Item find barbs are a popular choice but yeah, full ik gives all elementals damage which means your slain creatures pop. Good budget choice of weapons are insight and obedience.
