Does this make the new areas level 85 ?

In the sense of magic find,

Can we find the elite items in terror zones?

Or is the only reason for terror zones, for levelling quicker?

It will increase level by up to 5, so yes it can make an area level 85 that previously wasn't.
The new charms that break immunity to 95% also only drop in terror zones.

Realistically your best mf spots will be any lvl 85 areas until your character is level 80 minimum then elite sniping through terror zones I think would be best
