I am wondering if a Colossus Blade can drop in Hell City of the Damned? I understand that area level decides monster level and the monster level decides the item level. But a colossus blade has a qlvl of 85 (according to arreat summit), yet silospen drop calculator says it can drop from many of the monsters in the city of the damned, which is an alvl 83. How is that?

¹ Elite socketed items of any sort especially superior with %ed and/or ethereal can randomly happen depending how hard the loot has been glitched. If you need expensive items like that, then you should care for anything with each run so you can roll the needed items.
² Infernal Pit is an area level 83 and it's possible, even Frigid highlands can drop this weapon (an area level ~81-82).
