i was reading some old topics where they were saying you cant 4 socket blue armor from vendor, is it true or can you 4 socket it at larzuk or runes ?

Most you can get in a magic armor is 2 sockets. Unless it has the jeweler's mod which would make it 4 socket

I'm not 100% sure if jeweler's armor of whale can be shopped. Pretty sure it can. But you can't socket a plain armor of whale and roll 4 os at larzuk. That would only roll 1-2 sockets.
If you want Jeweler's armor of the whale (100 life/4 sockets) the only way is to have those prefix and suffix mods

so i would have to buy it directly from vendor as it is which is not very likely to happen, right ?

I think gothic is lowest for jewelers of the whale.
I believe it is a medium or heavy armor though.

Yeah vendor or a pick up blue armors while mfing and hope to be damn lucky

yeah armor sucks but at least it can be shopped. the question is if it can. i saw some 10 year old topic where dude is saying he shoped them at larzuk.

saw it can also roll 75% poison lentgh reduced which aint bad either for ES sorc
