71 or higher, cause then you have a 100% chance of generating 4 affixes.
70 or lower will give you only a 20% chance of having 4. On ilvl 1-30 you even have a 40% chance of getting only 1 affix.
Note that the character level does not matter. Jewel ilvl does not matter as well. It's only about the ilvl of the magic item that you use

For caster amulet go with an amulet that is ilvl 89+ to get the +2 skills prefix. Gamble with a lvl 94+ char to get them, or pick up hell dia/nila/baal magic amus. You can gamble with lower level chars, but on lvl 93 you only have a 90% of the amulet being ilvl 89+. On charlvl 92 it's 80%, and so on.
For gloves you could farm magic vamp bracers in a lvl 71 area (note that champions and bosses will spawn lvl 73/74 items) to increase your chance of getting the desired affixes by a very tiny bit, cause at 72+ more non-desired affixes can spawn.
For boots just go with an ilvl of 71+ to get the 100% chance of 4 affixes.

Remember that you cannot upgrade crafted items in the cube to the exceptional/elite version, like you can do with rares and uniques.
