So I made a budget bone necro for pvp, but at level 89 I only have 3.1k life with cta, does this place me at a big disadvantage during duels? This is for legacy diablo 2 lod

More active duels on there than on d2r tbh

That's because most of those kids can't win a duel without their imported and bugged items

I did hear that d2r pvp was ruined due to changes in the nature of skils
