Yes, that character can bug all the bosses in all difficulties then.

No I am asking just about the hell difficulty, I want to bug the bosses of a game so I can rejoin it and do an mf run.

You can only bug the bosses up to the respective act the boss killing character is momentarily doing.

One character can do hell baal, it will have all the boss quests done.

The other character can only run one boss at a time. If this character kills the boss, the quest is done, and then you must make and rush a new character up to that boss if you want to quest bug it again. You always make the game with the character that has killed the act boss - then rejoin with the one that needs the quest. Forgetting to do this will result in the quest done by the second character and you're then forced to move to the next boss.

I recommend doing diablo and baal (respective to level and experience), they give the best drops.
