Can you currently make Plague on D2R non-ladder?

I rolled one in a GT before ladder reset and it became a gemmed GT.

After ladder started, it was a +2 Plague on non-ladder. I thought they were ladder only?

I think there was a glitch where you could make it on ladder, put it on a low level character, and log in with a different console and it would move over to non ladder. Saw a few flickering flames on nl that way
