What were the requiements for crafting the best mods:

Blood rings:
-Character level - ??
-Magic Ring level -??

Cster Amulet +2 all skills:
-Character level - ??
-Magic Amulet level - 95 +

Caster amulets need to be iLvl (item level) 90+ for +2 skills, since gambling amulets can roll the iLvl from +4 to -5 it is best that you have a level 94 Character so it can basically always have that chance of +2 to class skills.

(This is from memory so please do correct me if I am mistaken).

Rings I would assume are in the 70-80 range as you can still roll top mods without certain mods like +8 mana leech (level 94 requirement on ring) and I don't know which exact level is best.

(Again I have nothing to back this please don't kill me)

And what level should be the character ?

item lvl divided by 2 (rounded down)

plus

char lvl divided by 2 (rounded down)

results in the new item lvl (to be able to spawn +2 class skills, it have to be lvl 90 or higher)
