If I add a jewel with dex to a wiz spike will it lower the amount of dex I need to wear it?

No, you will get the dexterity bonus. Only a lower requirement % jewel will do that.

You are partially correct.

A Hel Rune lowers Weapon Requirements by 20%, which is 5% more than a Jewel will. :)
