traded a jewelers tiara of wealth aka 3soc 80eg with a person.
so thats not the problem! but he did show me a same stat helm too, but is written as artisans tiara of wealth.
a little bit confused and never saw that, can someone can explain that ty

prefix artisans: 3 sox
prefix jewelers: 4 sox

since a tiara can have 3 sox at max, a jewelers tiara looks the same as an artisans tiara. same goes other magical items with max socket number =3, like mageplate armor or trollnest shield. both prefixes only differ in actual result if the item base is allowed to have that many sockets like a dusk shroud armor or a monarch shield. in these cases artisans items will have indeed 3 sox while jewelers items will have 4

EDIT: the for posting the question, I was actually wondering if the jewelers mod can spawn on a base with max sockets =3

Artisans is 3 sockets. Jewelers is 4 sockets but tiara can't have 4 socket

so jewelers prefix can be rolled on magic helms but with 3soc, do i understand that right?

yes. jewelers gives the item 4 sox, but if the item is limited to less than 4 sox by its item type, then this smaller number of sockets is taken instead
