Can mld helms (circs) get + 2 to skills (e.i. +2 to paladin skills) or only plus 2 to skill tree?

if clvl67 is mld then yes

only +2 skill tree. it spawns at lvl 30. the main difference between LLD (30) circlets and MLD (49) circlets is that MLD circlets can spawn with up to 15 str / 15 dex.
+2 all skills is lvl 67 for circlets/coronets etc. A perfect LLD circlet = a perfect MLD circlet noting you are really looking for 2/20/30/60/10/90.
