Don't know your market, but more a hardcore ladder setup:

Kira's guardian
Titan's revenge - Switch: Lower resist wand, or keep another titan's on switch if you keep running out. You can use a harmony on switch and keep switching, but i find that tedious. Better to run focused areas.
Spirit monarch
Tyrael's might, skin of the vipermagi or treachery using prebuff
Razortail
War travelers for magic find boost or silkweave if you feel that helps with mana problems.
Cat's eye for more speed
Bk and/or soj if you can afford, if not, 1 x wisp projector and use how to boost merc, and 1 x manald heal for the mana leech or raven frost for 40 mana boost, your choice. Rare ring(s) can be the best choice(s) too.

As many java skillers as you can afford after buying gear for you and merc.
Fill up with cheap life, mana, single resist, magic find (gheeds) and frw charms. It's not a bad idea to get some big mana boost charms to get 400+ mana.


Merc:

Reaper's toll, preferably eth, as good as you can get, to deal with lightning immunes quicker. If you choose to use a strong eth insight, you can help and use jab against lightning immunes, and you won't have to use mana charms to help alleviate mana problems - can also use war travelers to increase magic find. Choice of preferance.
Treachery armor.
Guillaume's face or kira's guardian for cannot be frozen and big resist boost. Counterproductive to use guillaume's face since that is more of a boss killer helmet and your charged strike + potential lower resist kills bosses faster than most other characters even on a budget. But will help kill lightning immunes faster. Experience will tell what you prefer.

If you choose to use insight, must use a life leech helmet such as andariel's visage, crown of thieves or maybe vampire gaze is the best choice. Preferably ethereal.


Buy a demon's limb to use enchant charges on yourself and merc to increase attack rating to easier deal with lightning immunes through phsyical damage.

You can probably afford to buy a cheap cta, but i find it tedious to keep recasting shouts all the time, and also a hazard when you suddenly lose 500 hit points. Disrupts flow of gameplay unless one can get a really good one with lots of +skills to increase the levels.


Resists will be in the +50-70 range for you and the merc. Will be stacked if prebuffing with treachery.

Faster hit recovery: 55% - 52%, hitting 6 frames per second.

Attack speed = Throw = If you don't use treachery, you will hit 50 ias = 11th bp = 2.27 aps. Using treachery = 9th bp, 9 fps.
Normal attack = Not using treachery = 50 ias = 8th bp, 8 fps. Using treachery = 7th bp, 7 fps.

I fully ignored FHR as 2.4 kinda makes it obsolete in PvM.
If you just want to cow all day, you can ignore block/resist/dr that's why Phoenix is great for cows, you don't have to care about mana and the firestorm will no longer interrupt your attacks. With 15 ias griffon + 20 ias gloves + 20 ias highlords you still reach the 8 frame 50ias bp
If you want to go CS/Nila/Baal I recommend you to consider stacking res and bring your cta/wizzy in cube so you can tele faster. If you want to tele to throne yourself, choose TG over arach, so you don't get troubles with souls with wizzy spirit and griffon you still have the 99fcr breakpoint. If you want to be very safe, go SS to reduce dolls/nila dmg. Sanctuary in trollnest is a very cheap option for high res and good block.
If you have a team that prepares Dia/Baal for you, go get some 40 ias javlins and hit the 7 frame 95 ias bp for matris/cere. You will kill baal before non tp chars are on the bridge.

If you don't aim for perf items, you should be below 15k in D2R NonLadder.

I would like to state this is the build route I would go and give you the budget work for this based on ranges.

Griffons: lowest low end easy to get right now 400fg. But since you stated 15k budget we can say 4.5k for a 20/15 with 15/15 jewel
CTA 6: 350-450
Spirit 35: 30-45
Enigma: 800-1100
HL: 10
Raven 20: 10+
SOJ: 180
2/20 Gloves: 30+ depending on stats
Travs 50: 120-150
Arach: 20+
Eth Titans: Mid range 200+
Phoenix: 500+
Rare/ magic javs: where your money would go more so but 6/40’s went 4-5k recently iirc
Sanct: maybe 50

High torch: 150
High anni: 250
Java GC’s: depends on route but 150-200 for decent life is reasonable

Merc:
Eth treachery: 50
Eth infinity: 900-1.1 depending base and Ed
Eth Andy: 300+ with ias/fr jewel

Breakpoints: Who cares when you 1 shot cows from 3 screens away?

Result: Still plow through Hell Cows faster than any other character with optimal gear

glad cowrun based java doesn't need resistances for the reason of not getting hit. in cow level. by cows. that deal no elemental damage.
