i'd say yes. Doesn't even need conv to work. So he can just use +skill budget stuff with salvation.
Also he just needs 45 skillpoints for max damage. This is crazy.

doesnt need conviction? this is interesting? is this because you saw testing in xpac? those guys have skillers and stuff makes the skills way high lvl, we dont have that i wonder if itll be strong enough to use like that

I made a classic char in hero Editor and cleared cs real quick on ptr. Silk, sojs, 30fcr, scept, Tarn, 2+shield and salvation

didn't test ga at pvp but strafe feels "ok" at pvm. Still pretty slow but you can feel an increase in power. Tested a 200 ed 20 ias gothic with 400 dex and biggins, 0%cb.
I just went cs straight with 1 and 8 players. Can't say how she feels in a playthrough.

For fast chaos , hammerdin is probably still the best
Imo you don't need conviction at all but i think we will get an aura or something because running full power with a defensive aura is broken

Be sure i will be on ladd running holy freeze with foh if nothing change lol

For fast bot-like cs foh might be the better option in cl, depending on what you want to achieve
