As far as your question goes, chaos sanctuary is your best bet.
Next would be area levels above monarch quality level of 72. Here is a list of area levels https://diablo2.diablowiki.net/Area_Level
Champions/elites drop area level +3 quality level items. So technically you can mf any area level 69 champs/elites or area level 72+.

Pits A1 is a good spot. That's the earliest, but it can be a dangerous spot for some chars early on. I used a basic Summon Necro to access that area, and he can farm fairly safely. Then I transferred to a Sorc.

With 2.4 I'm sure any of the new 85 areas would be candidates for a Monarch. Stony Tombs via Fire Sorc might be a safer route since you could do Hydra or Fireball from a safe distance.
