Yes, it depends where you found it.
First rule: In normal, itemlevel = Monsterlevel. In nm and hell, itemlevel = Area level.
So if you play in normal, you must know and check the level of the monster the item dropped from.
If you play nm or hell, you must know and check the area level of the monster the item dropped from.

Socket quest gives -up to- the maximum number of sockets, but let's say an item can get 6 max sockets, but it is limited by the level it was found to get 4 sockets. Now it has 3/6 chances to get 1-3 sockets, and 3/6 chances to get 4 sockets. So using the cube recipe needs a clear understanding of an item's max possible sockets, and the level of the monster or the area it was found.
