why dont you go on hero editor then load that into d2r single player and test it yourself???

You could go, buy d2r, make a char with hero editor, transfer it to d2r and try to prove it and you wouldn't be able to do it anyway.

It was patched almost 2 months ago already, d2r bowas can't fire at 6fpa anymore, 7fpa is again the max.
