I would like to know which builds use shield or weapon phoenix runeword

One that comes to mind is the blade fury assassin because blade blade fury’s damage is affected by off weapon ed. However, Phoenix may not be preferable to a 4os monarch with 4x 40ed jewels. Damage over time is significantly lowered by the extremely high chance to cast firestorm and the resulting casting delay. If I had to choose one build that really wants this runeword it would most likely be an enchant sorc, in which case it is probably bis
