Blizzard ended support for Windows XP and Vista in July 2017.

Basically all support for D2 ended a very long time ago and Blizzard can't be bothered to do things like update their website, or update the messages in the game itself, to reflect the ladder resets.
The last in game Battle.net news says something about merging the Asia realms from December 5, 2017.
If you currently attempt to download the game officially through Blizzard after purchasing it from the Blizzard store or by registering your old CDKeys and download the game from Blizzard, on Windows XP. Windows Vista, there is no support and I don't think it works correctly (correct me if I am wrong.)
The downloader barely works on Windows 10, with the interface being broken, but the game does download and install correctly.
To get D2 to work correctly after installed on Windows 10, you will likely need to set the compatibility option to "Windows 98/Me" or "Windows XP Service Pack 2" and add the following arguements to the command line to start the game: "-w" for windowed mode and "-ns" for no sound.
Depending on your hardware configuration, D2 will not run Windows 10 with sound enabled with out instantly crashing with an access violation error/error with no description.
Also: One of these days, all of the battle.net characters will be wiped out and lost forever.
As the underlying "database" technology that stores this data is so arcane that not many people on Earth actually knows how it works or how to update it and the ones that do, can't be bothered.
