I have an etheral colossus volgue with 154 str requirement but my helper wont equip it

he is level 76 with 175 str no items on, whats the reasoning

also the current weapon he has on is a cryptic axe insight which is more str than the eth cv i want to equip

doesnt count for merc...
eth cv needs 200 str
