For d2r? Not at all. I use my hotspot on PC sometimes when it’s storming and WiFi and shit. No problems

Doubt you'd get in trouble... I used to play WoW a ton of of my phone's 5g hotspot as it was faster than shit-tier middle of nowhere net during 2020-2023 and wow/d2r are both on bnet 2.0 client.

So long as your phone's service is not a business internet line/connection and so long as you do not have a VPN enabled on your phone, you are good to go.
I often use hotspot for muling, so that I do not get the old time out on my main home IP.
