Does it matter who is making the craft? For instance, can I jsut drop a rare diadem on a jewel mule and reroll when 6 get the skulls?

Each time you reroll a rare with 6p skulls its ilvl drops. Diadems base ilvl combined with item type can roll any affix. Character level/rerolling dont affect its affixes.

Just dont roll tiaras, circlets, etc.

It Matters that it doesn't drop too low because then it only ever can have 1 Socket from the mechanics affix.

But If the char who is rerolling is 70 or so this doesn't Happen.

Just don't reroll with a lvl1 mule
