This is a very strong base for an obsession blizz/es sorc. The es/ca will be much higher than if it was a CTA base, a 3/3 5os will only result in 4 bonus skills. This will result in 6 and doesn't need to be recast on weapon swap. Plus cold mastery is significantly less valuable. Blizz on an obsession is certainly not the highest dps option in the game.. but this is pretty sick bro.
Granted nobody really runs that because the skill spread doesn't work out very well and we do that thing everyone does where we explain why a bad item that almost looks good could be good.
