Simple question is: is it possible to find a thresherin a Terror zone NM game?

Let's say my char is level 70. So that would make the regular monsters in NM TZ area be 70+ 2 = 72. But since champions and unique monsters in NM TZ can be at level 72 and 75 top, does this mean those guys can drop a thresher?

A thresher TC is 72, but the qLVL is 71? I'm confused here as to which number I need to look at to determine which monsters and difficulty level can drop it.
