That's a lot of claims with partly very vague wording, but in some cases you have a point e.g.: it is very hard to differentiate the different causes for the restrictions as well as the different applied restrictions.
It gets pretty complex pretty quick and there is a lot of unpublic info we are missing

That should result in a 2 week temporary restriction as in my case.

"abuse of players" is very vague, 2-3 days probably only if you try to login in too early again which resets the "temporary restriction" timer as i mentioned.
As one can see in the links above Blizzard states that any restriction greater than 24 hours is very likely a 2 week "temporary restriction".
CD Key mute ( here i think you are right that this is only applied to the cd key) can be caused by repeated usage of ( partly unknown ) keywords there is no public information on how accounts are muted afaik and there's probably a ton of keywords which are just normal words in the users language.

this is usually not a 14 day restriction in my experience, i experienced the low temp bans from 5 minutes to probably 6/12/24 hours, also it may not just be bound to your IP but also accs/chars and cd keys

This is wrong, temporary restrictions will not only be apllied to your IP adress, but also to the used accounts/chars and CD Keys.
You have to use an unrestricted IP, Account and CD Key.
If any of those is restricted it will cross contaminate the others as i mentioned and experienced myself.
This behaviour may have been different in the past.
You can doubt that someone else has my cd-key ofc it may be unlikely, i know where i bought it and was using it for multiple years, then i got the CD Key in use Message by "Morok" as i stated in my little story.

When talking about VPN's here it means public VPN Providers and Proxies which will change/mask the IP that you get from your ISP, this has nothing to do with private VPNs and nothing you do on your local machine can counter your public proxy/vpn
