Can +Holy Bolt spawn on a scepter? I can't recall ever seeing it.

Absolutely. Only a tier 2 mod, so it’s “fairly” common, just not something that would catch the eye.

You can shop magic onces even on Norm Act 3 from Ormus iirc.

whats the unique scepter called? that has +2 pally +2 foh +4 holybolt or something.
