Can any prefixes/suffixes spawn on a base whether it’s normal/exceptional/elite. Or does the base items class limit certain prefix/suffix

the base quality (norm/excep/elite) does not interfer with affixes. however, since base quality gives different Qlvls, lower quality items need higher Ilvls to enable the same affixes
the item type (helm, shield, pala shield, melee weapon, axe, ...) have different possible affixes: sometimes completely different, sometimes different ranges by Ilvl and different maximum rolls
regarding rare vs magic: magic items can roll everything that rares can, but in many cases have higher maximum rolls (40ed vs 30ed on jewels, 40frw vs 30frw on boots, ...) or have completely exclusive affixes

you can check lists for example on arreatsummit, which tell you what affixes roll on what items in which range, or you can check amazonbasin directly for a desired affix effect

Is it ilvl. Or Llvl he was referring to

ilvl = item level
ilvl is determined by where it is dropped
it also depends on your characters level for items which you buy as well as a few other factors for items which are rerolled
