Okay... I will give my current situation(s):
Using D2SE vs 1.08 single player (doesn't use Stash or /players 8 command etc)
Currently level 18, solo playing and /players 8 does not work, so I am re-running all boss type monsters for experience and drops based on my mercs MF% and any MF items on my character (this worked in 1.09, but don't know if it works for 1.08.)
My Sorc build will be;
Enchant = 20 maxed (Merc / Sorc [bow])
Glacial Spike = 20 maxed (AOE/Dmg vs None Immunes to Cold)
Teleport = 1 base point
Blizzard = 1 base point (this may increase)
Cold / Fire Mastery will be maxed. (20 in each = 40 skill points)
...
At this stage I will have to reach level 60 at least.
I will update any progress if any.
