Well are you playing pvm or pvp?
In pvm, fhr and fbr isn't really relevant. Ias matters a little bit, but doing good damage and keeping away from monsters matters much more.
Stormshield for merc .. ? Not a regular thing. Act 2 merc is what you should be using, and he should be using insight+prayer or insight+might, or any big damage polearm to help you kill lightning immune monsters, unless you use infinity on him, but i personally don't like the conviction aura from that, because it is late to apply to monsters and you are playing around your merc .. not free to play as you want. I personally like the insight+prayer combination, which gives huge life+mana regeneration.
Using stormshield on your java is a good option for safety. But spirit runeword is in most situations the optimal choice.
Razortail is a key item for javazon in pvm. If you have that, you can almost build one out of that item alone, and make progress in hell.. not advisable for hardcore though, then you would need better other gear.
If by "clon" you mean decoy, then it is better to use valkyrie instead. Procing it from peace is a good strategy, but i've found that even with the one hard point in valkyrie, it will still disappear from time to time. But i may remember wrong, it is a long time since i used that. If it works, then it is good to use that. Level 15 valkyrie will last through nightmare, but will most likely die quite fast even in early hell. For hell, it would need to be 25+ in order to tank properly.
