I am playing classic for the last few weeks but have doubt about how down can go monsters resistances (cold in this case). Depending on this I will spend more or fewer points in Cold Mastery.

Guess there is three options: 0, -70 or -100 but dont have any idea...

can go down till -100 for monsters

my guess -150% in mastery is the sweet spot for Cold Only Sorcs

I would like to know too what the answer is for regular (non immune) monsters and what the answer is for D2R sunder charm.

I heard that cold mastery is only working at 1/5 so you need it maxed in D2R?
