What's the best way to find a +4 raise skeleton +X skeleton mastery voodoo head?

It's been impossible to find anyone willing to trade one. Farming a magical one on Act 3 seems fruitless. Trying to re-roll a head from Act 3 normal also seems silly.

Should I just go farm a +3rs/+Xsm Splendor base from Act 1 Normal? What's the best place to farm one a skelemancer splendor base like this?

Hmm maybe shopping act 1 or 2 normal. Always hard to shop or find a specific item. But how you get +4 raise skeleton?

+4 raise skeleton you can get with a magical wand/head with +1 summoning skills and +3 raise skeleton, but item level has to be 20-24. You can shop a wand like this at character level 15-19, but it's really hard to find and Leroic is better, which I have already.

A head cannot be shopped, so it will only drop in act 3 normal.

It seems like my best option will probably be finding a normal or socketed head in Act 1 normal.
