Not so much. Greater talon / runic talon is genenrally the desired base for faster ias and thus faster build up charges.
There is some math that could be used to determine which one is truely better with NHD, next hit delay, making rapid attacks not deal damage.
But we are talking such a small difference in total clear speed that wouldn’t be discernible to the naked eye, let alone any true practical difference between them through math
