Overall a decent build! Couple of changes I would make (with budget in mind) would be :

Gear

Helm : IK helm with 2x ptopaz - 2 warcries, much more mf/gf, can swap out sockets for anything you'd like. Rock stopper is okay but you aren't planning on tanking too much with Howl.

Weapon : Oath is obviously your first "staple" but Hustle in a 4os legendary mallet is great too, only needs a touch more ias with burst of speed active for the highest breakpoint and the damage is great for the cost if you can't get a mal.

Off-hand : 6x mf jewel phase blade/rhyme - Rhyme is great for CBF but can be inconsistent, if you are horking with the switch then you can still be chilled/frozen. Warcry/howl is your friend here for targeting elites. Not worth going for max block to be honest as Howl/Warcry deal with groups of mobs.

Belt : Goldwrap - Get it upped when you can for the extra belt slot, a lot more mf/gf as well as extra ias.

Boots : Aldurs or frw/res boots are great for res. If I don't need the res then I would stick with the ik for the 25% mf on 2 piece bonus (also +2 combat skills on 3 piece bonus).

Amulet + rings : Angelics isn't really needed at level 89+ as your hit chance largely depends on your character level. Highlords can be expensive early on so I would use the rising sun for running chaos. Magic/rare with mf and res can be fine here. Raven Frost is needed ASAP for 1 slot and the other can be something with res or dwarf star.

Merc

A5 Merc : Lawbringer in Legend sword, tals mask with Ral and gladiator's bane/treachery. - I use this merc for farming chaos when I start ladder, Sanctuary aura stun-locks all undead enemies (I.e 2/3rds) within a screen radius making it so much safer early on. Definitely more for a whirlwind build but the decrepify slow is nice for bosses and groups.

A2 Merc with prayer : Insight in any 4os base, Cure, Treachery/Gladiator's bane. All 3 auras stack and benefit from each other. Very rarely dies if I don't pay attention as his life just regens super fast, occasionally I'll have to give him a pot. You basically have a permanent super healing potion effect and no longer have to deal with poison or curses.

Skills

Mostly the same, just put 1 point in leap attack to jump across the river of flame to chaos Sanctuary (has a much further range than 1 point leap).

Howl works great, I do enjoy 1 point of warcry too as it has it's uses (baal waves in groups for example).
