not always, but perfects do. reason is pretty simple: base defense is rolled randomly and hoz has 200ed, so base defense steps of 1 are scaled into total defense steps of 1*3=3

So if a hoz was non perfect before it was uped it can have 578 defense after it is uped?

Perf upped HoZ is 579 and no, a non perfect non upped can not have 578 or 579 after upping
