I read that fcr reduces the castdelay too.
Is that the case and does it also affect the foh? If so, how much is needed to getat a foh-pala?

No.... There is no way to "Legit" reduce delaycast"

Only way to "Reduce" it is by using MOD/Cheat from d2asgard (MPQ file)
removing the Delay Cast for

-FOH
-Volcano

U be able to instantly teleport with no delay,

i Belive it works for" fissure" and "blizzard" to ?? Dno since i dont use it.

But u can skip delay cast for FoH & Volcan with this "Mod/cheat"

It basically a small Speedhack u could say (kind of like GMOD )

Its not allowed to use on "Closed Battle.net"

you cant reduce the delay itself, but higher fcr shifts your action frame and thus the point where the delay starts. so you can reduce the time between two casts, but only by a relatively small amount
