well just think, why would it specifically be a pb if not for the ias? on sin, it allows you to reach max trap speed with w/s setup while using fade with an 08 valk. on a pala, it lets your hdin reach 6 fpa smite with just 1 point fana for foh stunlocking.
not necessarily always best in slot (you lose the option of oak sage on sin, for example - not that you'd use fade vs nec in 1v1 but still something to consider in team duels) but it's a good option to have on those two pvp characters. also, mal in weapon gives pmh instead of magic absorb, not that it's important for the item
