Yes. Either u have smoked too much weed or the pike was yours quite a few season ago -> pre lod. Base dmg was changed on many weapons as u can see if u got some prelod gear yourself on nl toons.
Here is list of mods that can spawn and best 19 lv pike can have 40-164 dmg in this ladder.
