Yeah a lot of the balance changes and new runewords were excellent, mosaic took it several steps too far though. You'll see what I mean soon enough.
Bone necro got a very slight buff, synergies went from 7% to 8% (should have been 10% imo).
Patch 2.4 is what you'll want to look at it to see the specific class balance changes.

Are probably the most useful and interesting new runewords apart from Mosaic. I might be forgetting a couple.
Flickering Flame pairs well with a fire sunder charm on any character that uses one.
You'll want to check out the terror zone update and the sunder charms that came with them.
Basically they're grand charms that break one immunity each, but the downside is that they reduce your resistance to the corresponding immunity they break (-70% to -90% depending on the roll).
They break immunities by 5%, bringing monster resistance to 95% for whichever element or damage type they apply to. You can further reduce the resistance with an item like Phoenix (-28% enemy fire resistance) or with lower resist curse, conviction aura, and/or cold mastery. However the latter 3 methods only apply at 1/5 effectiveness.
For example, level 25 conviction reduces elemental resistances by 150%, but if you are breaking a hard immunity (by that I mean an immunity that is not breakable with conviction or lower resist or cold mastery) with a sunder, that level 25 conviction will only reduce the resistance by another 30%.
Hopefully that makes sense. So it's helpful to have a conviction aura paired with -enemy resistance gear as well as a lower resist curse. This mostly seems to be important with fire builds in my opinion, cold mastery on its own (with a cold sunder of course) seems to be enough on cold sorcs. And conviction still works well with lightning sorc since it seems to break most lightning immunities.
