Lvl 49 druid's opponent was also using hacks (thats why Anubis aka RomulusAugustus had to use hacks too). Its impossible to FORCE people into not use them, unless we run a tournament that requires nobody to use them. But these are 1v1 challenges and its almost impossible to force everyone not to use them.
When I dueled with my barb, Bavarian-Hulk (100% legit), some of my opponents used chicken hack and managed to survived (otherwise I would have killed them), but still that counts as a defeat for them. I couldnt force them to not use them, because at the end of the day people do what they want/like and I wish chicken hack didnt exist but thats out of my control.
The ideal d2 dueling world would be a 100% legit dueling world, but like 20% of the duelers are actually legit (im included here), but the rest dont go legit and use chicken hack, etc, but still sometimes you end up dueling some of these people, and we have to adapt and find ways to overcome these people and beat them, and thats what I did and thats how I became very good at dueling, especially the last 2 years.

No point in this bracket at all.. Counting Hack vs Non-Hack duels, Romulus can't even die, 50% chicken on Shape shift wolf..
I know what you mean, but the positive side of this is that if you take 50% of his life the char leaves the duel and you win quick. You have to adapt to these things and use it to your advantage.
