all it says is d2 will never be remastered because they wont work on it until they get rid of hacks in regular d2.

Remember the article a while back about how they hired people to work on their classic games? I think they actually are working on them in order to prepare for remasters

Vanilla WoW being announced at blizzcon also probably delays a potential remastered. Unsure if the classic team is responsible for this but I'd be willing to bet they are, as only a few people of the classic team still work on SC:R, the others probably mostly on Vanilla.
