I've seen people spent like 5000+ for rings with like 25str and like 40-50 life.
Personally, I think these rings suck, I would never use them even if I had one.
I can think of so many other mods that can trump these type of rings.
While it may be beneficial for other stats on a build to have other stats, some builds do not require the other stats.
Lets break it down.
10% Faster cast rate
16~20 Strength
1~5 Strength
31~40 Health
10~20 Health
1~3 Life steal
This is the ring you are questioning.
6 stats used out of 7.
With this ring, you can only add one of 3 useful things.
Resistance (single or all) / Attack rating / Mana.
Not to mention that you gotta roll the other prefixes and suffixes.
In the end, the price is determined by the community based on how much they are willing to pay for the item.
As for how often this item properly shows up and the demand for it, I can understand why they would sell and buy it as such prices.
