The deadly strike is just icing.
Skills offer minimal damage increase for barb. The main thing arreats offers is 30 resist and 6ll. Which can easily be achieved in other gear slots.
Guillames has always been better than arreat for pvm.
I would argue that skills offer quite a bit for the barb, especially one that is low geared.
You get more life (bo), more BO duration, resists, run speed (which is useful for a non enigma barb), higher find item level.
and a bit of damage too.
