shael is a level 29 rune
your wep is level 30 req

your req will stay at level 30 because you go with the higher of the two level reqs

if you put in a dol rune, which is level 31, your wep is now level 31 req. you take the higher of the two reqs when socketing an item between the base level req of item and level req of what is being put in the item.

that should clear this up for you

ok here it goes

If i socket a upd item it will take the clvl req from the diff of the original item so if i socket the axe with a shealilvl29 and the original item was i lvl 24 it will add 5 lvls to the clvlreq wichh is 30 but now is 35 so i cant use it on my lld anymore.

google it.

Your item is unupped. You add a level 16 gem. The level req is 30.
Your item is unupped. You add a level 31 jewel. The level req is 31.

Your item is upped. You add a level 29 rune. The level req is 34.

Unupped = highest req of the available options
Upped = highest +5

You already answered your own question and then disagreed with anyone telling you the answer. Why even ask?
