Also the character limit change. Does this imply that you will no longer be able to have a name shorter then 8?

They can pick and choose any item, with any modifier... that they wish. Think about it, if hero editors can edit single player char files to every detail by loading and reading the data of a .d2s file... then a proper database scan can delete a few items with rapid haste. It is a matter of entering in the appropriate variables. Aside from this, server side character files are probably not that dissimilar from a single player charfiles.
