pretty much removing any "nonlegit" item and especially items with "too high" stats , things like 700% enhance dmg armors, 1000+ed weapons, charms with 90 stats, rings having +5 skills, random pieces of gear having +wazooo skills, gear having like +300-500 of a single stat(mostly vita or str/dex)...
BUT. Some items managed to slip through the cracks -- those were so "insignificant" in the scheme of those items so the scanner failed to pick them up; they are still with us today-- bmanas on East, Btals, steelclash gloves and bugbelt on west...
Nobody in their right mind would use Btals when there were dupes of 700%ed armors floating around , same with bmanas when 90 stat charms were in the game and even god knows what people pretty much used open bnet to import gear. Steelclash gloves and bugbelt are also others which "stuck through", I can only deduce the scanner blizzard used was looking for things like massive +ed%, +defence, massive +skills and/or resists and life, and just deleted them hence why the "lowkey" items stuck around since not only did their stats looked correct (like steelclash gloves), they also didnt have a bloated amount of overbudgeted stats on them
Interestingly, if you have the tools(and there are some which do, this is where the " 2 druid/3 nado/3 oak/3 cyclone armor/life/2 sock/resists,400+ed weapons, zbugged claws/zbugged last wishes) you can import any item you want...even something with +999 skills, and it will stick with you, for that one just one game...when you save and exit it will get auto deleted, you basically need to trick the game into believing your item is "legit" and can spawn, something like that druid pelt is realistic, ofc 1/1000000000 odds, but very few people know how to import and of course they keep that knowledge private
I guess they tried to make up for it by giving fortitude and ebotd as "compensation", trying to emulate the damage armors and weapons of old...these runewords could never match the power those items had
