Intent is the mens rea, or state of mind accompanying an act.

Motive is a willful desire that leads one to an act.

There is a legal distinction between the two.

/e What I am saying in the terms of a layperson is that you do not have the state of mind to accompany the act of "making fun" of someone, because you cannot make fun of someone. You make have a desire but you are not capable of accomplishing your task.
